I'm an italian guy married to a Brazilian woman. Recently, I've received a job offer at Budapest. I recently was informed about Act II 2007 that allows Residence at Hungary by reunification, but without work permit. Is this correct? The residence permit of a European family member is not linked to a work permit?

Yes. You are right. If she would need a work permit ( official name: Residence Permit for the Purpose of Employment) to work in Hungary. The work permit is always for work in a certain company. The company has to have a registered work demand for that job for which they want to hire a foreigner. So the first step is for the company to register the work demand.
The Brasilians could submit the work demand application in Hungary. The Immigration Authorities make their decision within 70 days.
